Seoul Net Festival, hosted by Seoul Moving Image Forum and presented by Seoul Net Festival Executive Committee (hereafter the Executive Committee), is on the premise that all the submissions will be screened online. Seoul Net Festival offers a new paradigm based on new media with its two pivots - digital cinema and internet moving image. Seoul Net Festival, with Seoul Film Festival which is held offline, consists of Seoul Net & Film Festival (a.k.a. SeNef).
 

The 6 th Seoul Net Festival will be held from May 1 to September 8, 2005 :

- Competition Section : May 1 - June 30
- Screening of Award-Winning Works and Out-of-Competition Section : July 1 - September 8
- SeNef Online Best 2005 : September 1 - 8 (Theater Screening during the Seoul Film Festival)
- Mobile and DMB Festival : July1~September8
 
The official venue is www.senef.net , the official website of SeNef. And some of the selected works can be shown on the supporting organizations' and sponsors' websites.
In addition to the internet screening, selected works, with the approval of copyright holders, can be shown by advanced technology such as mobile and DMB screening.

There will be no restrictions regarding the genre, length or subject matter of the work and all types of works, including fiction, documentary, experimental, music video, animation, motion graphic, flash animation, game, web-art, etc. will be accepted.

 
Submission Deadline for Seoul Net Festival is March 31, 2005 . There is no application fee

Submitted videos and materials will be returned only by the request and the postage should be prepaid by the applicant.

 
As soon as the submission materials are arrived in the Executive Committee, the application will be confirmed by e-mail. The selected works will be notified on www.senef.nef before April 20, 2005 .
 
. A selection committee consisting of professionals will have the responsibility and authority to select the works to be screened at the Festival. If necessary, the Executive Committee may also engage the services of a local program coordinator or program advisors.
Submitters are expected to fully cooperate with the Executive Committee when the work is needed for various aspects of preparation for the Festival.
 

If not with English dialogues, Master Source should be subtitled in English and should be sent before April 18, 2005 , in one of the following formats :

- DV
- DVD-Rom
- CD-Rom or File-Transferring (Resolution more than 640 * 480)
-Other Digital Video Format

* Preview Material in DVD-Rom, CD-Rom or File-Transferring (Resolution more than 640 * 480) can be used as a Master Source.
 
- The encoding cost for online screening will be incurred by the Executive Committee.
- The Executive Committee will make every effort to protect the copyright of all works screened online, including employing the latest security solutions. In the event that, during the Festival, an illegal circulation of the work occurs due to an error of the Executive Committee, steps will be taken to appropriately compensate the copyright holder.

Program
Seoul Net Festival is composed of Competition Section and Out-of-Competition Section :
Competition Sections
  Digital Express : International Competition Section
This is the main section of the Seoul Net Festival and consists of works produced on the basis of digital technology which present new models of screen aesthetics with high production quality and the works will be divided into the following sub-sections : <Web-Work> and <Cinema 4 Net>.

Next Stream : Domestic Competition Section
This section, focusing on the works of new directors, and stressing the originality and experimental quality of the works over production quality, reflects and facilitates the current phenomenon of the democratization of media through digital technology and the works will be divided into the following sub-sections : <Web-Work> and <Cinema 4 Net>.
Out-of-Competition Section
  Perspective < i
This is a non-competitive section of specially invited works to be screened online, which focuses on the current trend of internet movie as well as web-art.

Films in competition section are eligible to win the following awards.

Digital Express
  Best Web-Work Award : Awarded to the most outstanding work in the <Web-Work> section (Prize money : 1500 USD)
Best Cinema4Net Award : Awarded to the most outstanding work in the <Cinema 4 Net> section (Prize money : 1500 USD)
Next Stream
  Best Web-Work Award : Awarded to the most outstanding work in the <Web-Work> section (Prize money : 1,500,000 KW)
Best Cinema4Net Award : Awarded to the most outstanding work in the <Cinema 4 Net> section (Prize money : 1,500,000 KW)
Digital Express + Next Stream
  SeNefian Ace : Awarded to the most acclaimed work by audience (Prize money : 500 USD)
 
International Jury for Digital Express will be composed of more than 3 jurors for <Web-Work> section and <Cinema 4 Net> section respectively.
Domestic Jury for Next Stream will be composed of more than 2 jurors for <Web-Work> section and <Cinema 4 Net> section respectively.
Meeting of the jury is not open to the public and the jury will make jointly a final announcement for the result.
 

The Executive Committee will be permitted to use clips from the works to produce a video up to three minutes in length to publicize the Festival.

 
The Executive Committee will incur the cost of shipping the master source of the work officially selected, but only when the shipper officially designated by the Executive Committee is used.
As soon as the master source of the work has been sent, the Airway Bill Number and the Format of the master source should be informed to the Executive Committee.
The shipping package should be notified on the envelope as following : ¡°Only for Cultural Use¡± and ¡°No Commercial Value¡±. And the value of the package should be declared under 10 Euros or 10 USD.
 
The officially designated transporter must be insured for liability covering the delivery of the master source to and from the Executive Committee.
If the master source is lost or damaged over the duration of the Festival, the Executive Committee will compensate the producers or distributors of the work for the amount of the cost of producing a new copy. If the master source was subtitled, the cost of subtitling will also be included in the compensation.
 
All selected works, including those selected with the approval of the copyright holder, will be kept at the SeNef Archive after being subtitled in Korean purely only for research and educational purposes. In case of refusal to adhere to this regulation, the videotape will be returned to the participant.
In case the videotapes are lost due to careless management, the Executive Committee will be liable for any damage.
After the festival, works featured at the festival can be included in SeNef Touring programs, SeNef DVD releases and educational programs at the SeNef Archive, provided that artists or distributors of the works permit screening.
The Festival welcomes any donation of the participating works and additional related visual materials. These donated materials will be permanently kept at the SeNef Archive and used for non-profit educational and research purposes.
 

By submitting the signed application form, the director, local distributor, agent, producer or other such copyright holder or agent of the submitted work agrees to the above stated regulations.

 

The Executive Committee has the right to make decisions regarding all other matters not specifically stated in the above regulations, including cases that are exceptions to the regulations.
